I can’t honestly answer accurately. But I just do whatever feels right. If the question is between the parens, I put it there, if there’s an overarching question, it goes outside. But I also do the “British” punctuation where the period goes outside the quotes. The American way was created because the period would snap off at the end of a page on the printing presses and the plates cost too much to keep reproducing the dots. So, it’s all good.
